In order to maintain a diversity in the population, US laws regulate immigration from particular regions of the world.
Since the early 1990s the US government has granted annually 55,000 GreenCards via the Diversity-Visa-Program—that’s the official name of the annual GreenCard raffle. The selection of the winners is a random procedure, chances are about 1 in 25.
The number 2011 in the DV Program represents the American fiscal year starting on October 1st 2010 and ending end of September 2011. In this same period the winners receive their GreenCard.
The GreenCard Program is subject to annual review by the US Senate: So, this lottery could be the last one!
