Les Etats-Unis sont fiers d’être un pays qui traditionnellement accueille les immigrés. Toutefois, il existe plus de personnes qui émigrent des pays tels que le Mexique, la Chine et les Philippines que d'autres pays. Afin de limiter l’accroissement excessif du nombre d’immigrants annuels provenant de certaines régions, les lois sur l’immigration essaient de maintenir la diversité nationale.
Depuis le début des années 90, le gouvernement américain accorde chaque année 55 000 Cartes Vertes par le biais de la loterie annuelle, officiellement appelée «Diversity Visa Lottery» ou «Diversity Visa Program» (DV). La sélection des gagnants est un processus purement aléatoire. Le chiffre 2014 du programme DV représente l’année fiscale américaine qui débute le 1er octobre 2013 et se termine fin septembre 2014. C’est au cours de cette période que les gagnants reçoivent leur carte verte.
Le Sénat américain décide chaque année de la poursuite du programme. Il pourrait donc s’agir de la dernière loterie !
