Who qualifies for the “advanced degree exemption?”

In addition to the 65,000 regular H-1B visas, 20,000 visas are available each year for persons with a Master’s degree from an American university. Foreign Master’s degrees, even from universities associated with American ones or evaluated to be equivalent to an American degree, are not included.
