ABD bir gocmen ulkesi olmaktan memnunluk duymaktadir. Bununla birlikte ABD'ye en cok Meksika, Çin ve Filipinler'den gocmen gelmektedir. Nufusun cesitliligini saglamak icin ABD kanunlari dunyanin belirli ulkelerinden gelen gocmenleri duzenleyici kurallar belirlemistir. 1990'larin basindan beri ABD devleti Diversity Vize Programi- bu Yesil Kart cekilisinin resmi ismidir- uzerinden yilda 55.000 yesil kart vermektedir. Kazananlarin secimi rasgele bir prosedürdür ve 25'de bir ihtimal vardir. 2012'da DV programi sayisi 1 Ekim 2011'de baslayan ve Eylül 2012'da biten Amerika mali yilini temsil etmektedir. Bu dönemde kazananlar yesil kartlarini almaktadir. Yesil kart programi ABD parlamentosu tarafindan her yil degerlendirilmektedir: Dolayisiyla bu cekilis sonuncusu olabilir!
