Do I need a job offer from the U.S.?

You do need a specific job offer from a U.S. university or institution of higher learning.

Furthermore, the job offer for researchers has to meet one additional requirement - it has to be a permanent job offer. The offer must be made by a university, institute or other institution of higher learning. It can also be made by a private employer, as long as he is already employing at least three full-time researchers and can already document significant academic achievements.
