Do I need an offer from a potential sponsor/employer?
It is not possible to apply for a U.S. work visa without a specific job offer from the U.S.
In order to apply for the P visa, you need do provide evidence of a contract between you and a U.S. company, organization, or sponsor. It is not possible to apply without that.
