Visa for trainees
The H-3 category allows foreign nationals to receive training in the US, which makes it different from the typical work visas H-1B and H-2B.
It is, however, a work visa according to US law, since a training usually has many of the characteristics of a normal job, e.g. regular hours or being paid by a US employer.
