The actual application process begins with submitting the petition to the appropriate USCIS Service Center in the U.S. In general, the process (I-140) is a very complex one, extensive documentation has to be submitted.
After approval by USCIS, the applicant will be issued the green card in the so-called Consular Processing.
Furthermore, the applicant has the option of applying for "adjustment of status" in the U.S. (e.g. if he or she already has a valid non-immigrant status).
IMPORTANT: For the EB-1C visa, Premium Processing is currently not available.

Please also note the information in the Visa Bulletin stating current availability of immigration visas and thus also about respective waiting times. In the EB-1C category, visas are usually always available.
