Same as for the other "Priority Worker" categories, no Labor Certification is required for the EB-1B application. This means that the U.S. employer does not need to prove that no U.S. worker was available for the job.
However, the U.S. employer, even if this employer is a large U.S. university, has to provide evidence indicating that he is able to pay the future employee's salary. In case the institution has more than 100 employees, a simple confirmation by a worker form the finance department will be enough.
