The diversity visa lottery is also called green card lottery. For every year you have merely different designations of visa lottery. The name for last year's visa lottery (2009) was called DV (diversity visa lottery) 2011. This year's green card lottery is called DV2012. The number 2012 in the DV Program represents the American fiscal year starting on October 1st 2011 and ending end of September 2012. In the same period the winners receive their GreenCard. Basically everybody can join the visa lottery. The only exceptions are persons born in a country with a very high rate of emigration into the US.
