U.S. law defines "advanced degree" as any degree above a bachelor's degree - e.g. master's degree, PhD etc. In order to qualify for the EB-2 category, your degree from a foreign university must be equivalent to a degree from a U.S. university. This can be done by an evaluation service in the U.S. (e.g. www.jsilny.com).
Persons without an advanced degree but several years of work experience may also qualify for the EB-2 (advanced degree) green card. Equivalent to an advanced degree might, for example, be a bachelor's degree plus five year's of work experience.
